Against a specific job description, 80 and above generally means you are keyword-competitive and your evidence is concrete. Below 60 usually means either the file cannot be parsed cleanly or your bullets describe duties rather than results.
No. It removes the mechanical reasons for rejection. Whether you get called still depends on the strength of your experience and on whether the company replies to applicants at all - some reply to fewer than one in five.
You need a different top third for every job. The summary, the skills line and the first two bullets of your most recent role carry most of the matching weight. The rest can stay stable.
